I was doing it wrong. Run dxdiag.exe move to the display. I've tried the following launch options.

Update it does work for me. What specifically is windows 11 looking for? They don't work for me. The directx install appears to be pointless so why even risk it?
Anyone know how to fix? It appears that a vanilla windows 11 already has support for directx 9. Could not load file or assembly 'microsoft.directx.direct3d. It's fully updated and i even followed a couple youtube tutorials.
When i launch the game, it gives me this bar and says:
